Walter Hsu, Founder
Since founding HSU Development, Inc. in 1994, Walter Hsu has been actively involved in all aspects of the company and its transformation into one of the area’s most recognizable General Contractors. Under his leadership, HSU has received several awards for Excellence in Corporate Leadership, as well as, Construction Quality. Walter earned his MBA in Real Estate and Urban Development from the Kogod School of Business at the American University and undergraduate degree from the University of Maryland. Walter actively mentors youth in Entrepreneurship and is an advisor to multiple companies in the Washington, DC Metro Area. He is a member of the Young Presidents’ Organization (YPO-Gold), the former President and current board member of the Associated General Contractors of Metropolitan Washington, DC, and is involved with numerous other community and charitable organizations.
Randall Scott Fetter
Randy joined HSU Development in 1997 and oversees the company's government federal division. In his crucial role, Randy builds client’s relationships, negotiates contracts, and manages the company’s construction operations. He oversees the completion of dozens of projects, manages Directors and Project Managers who execute up to 40 projects annually, and ensures that the highest standards of services are consistently delivered. Randy's management has led to numerous company accolades and awards from our clients. Randy is an avid outdoorsman and enjoys hunting in the winters and boating in the Chesapeake Bay in the summers.
Christopher Splinter
Chris has over 20 years of construction management experience, and maintains the customer relationship and satisfaction by ensuring the safety and quality of the project, driving contract execution, tracking the project budget, and summarizing contract performance. He is a veteran of US Naval Construction Battalion 7 and graduated from Penn State University with a Bachelor of Science degree in Structural Design and Construction Engineering. Chris enjoys working on classic performance cars and going to live concert venues.
Kyle Casey
Kyle has over 14 years of accounting and finance experience in the construction industry. He is responsible for HSU Development's financial compliance including tax, accounting, financial planning, and analysis. Kyle is a member of the Entrepreneurs Organization (EO) Washington DC. Born and raised in Bethesda, Maryland, Kyle attended Georgetown Preparatory School and graduated from East Carolina University. He resides in Kensington, MD with his family. In his free time, he enjoys golf with friends and is an avid Capitals fan, eating good food at Jetties.
Kevin Martin
Kevin manages a portfolio of Federal customers, project managers, and field teams as a part of the HSU executive team. He also oversees the project teams that run overseas State Department projects. Kevin is an avid outdoorsman and mountain biker. He also spends time at his family farm - a 200 acre beef cattle operation.
